The film predominantly revolves around Raizo who is the world's deadliest Assasin. Raizo was a street kid from where he was adopted and the trained in to a sharp thinking killer by Ozunu Clan, which is a secret society whose even existence is considered a myth.
On one occasion Ozunu Clan mercilessly murders Raizo's best friend leading to which Raizo declares a war against Ozunu Clan and waits for the ideal opportunity to take revenge. On the other side in Berlin Europol agent Mika Coretti tries to investigate some political murders by some mysterious underground network from far east. In spite of orders from her superior, Ryan Maslow, Mika investigates and finds the truth. Angered by all this Ozunu Clan sends Takeshi to kill her. Raizo comes to rescue her and then teams with her to eradicate Ozunu Clan.
